Commencing effectively on 1 January 2014, the new Mandatory Health Insurance Scheme (JKN) in Indonesia is managed by Badan Penyelenggara Jaminan Sosial (BPJS). Further, BPJS Healthcare (BPJS Kesehatan) administers health care benefits based on managed care and provide unlimited benefits for those who follow the required procedure using primary health facility, mostly at primary public health centers.
MANDATORY OBLIGATION FOR EMPLOYEES TO BE REGISTERED IN BPJS KESEHATAN
Even though if a Company has already partner with Private Health/Medical Insurance to provide health insurance coverage for its employees, the Company still has an obligation to register its employees to BPJS Healthcare.
This obligation had a deadline of 1 January 2015. However, it does not prohibit Companies who has not registered their Employees to make their registration at present.
In the event that the Company has not conducted the registration for BPJS Healthcare in accordance with applicable laws and regulations, as regulated by Presidential Regulation Number 86 of 2013, the Company shall face the following administrative fines:
- Written admonition;
- Get no certain public services.
To our knowledge, the implementation of such fines varies from each area. Some Companies can be summoned upon the Public Prosecutor to be interviewed on the reasoning behind not completing the registration, while other Companies receive no summon letter and can register without any fines. However, it is important for Companies to ensure that their employees are properly registered for BPJS Healthcare.
REQUIRED EMPLOYEE DATA FOR REGISTRATION
Once the Company has registered itself at BPJS Healthcare, the BPJS Relationship Officer in charge of the Company can be contacted to prepare for registration of the Company employees. These are the documents that need to be prepared by the Company and employees for registration:
- Valid ID Card (KTP) of Employee;
- Valid Family Card (Kartu Keluarga) of Employee;
- Valid Tax ID (NPWP) of Employee;
- Information regarding the Employee Salary (monthly salary and permanent allowance, if any); and Choice of Health Facility for the Employee.
Once received, the Relationship Officer will process the data. Please note that there may be other requirements for employees already registered personally at BPJS Healthcare due to their billing status and previous workplaces.
